It isn't really in common use, unless you work in Congress (or other legislature), where the yeas and nays are tallied for each vote.  However, it is common enough in literature etc. that most native speakers are familiar with it.

Just to add to what richvh already wrote:

It's not really used very much in daily speech, however you can use it for effect, tone etc. Besides feeling old, it feels a little emphatic to me.

Pazu: The real help comes afterwards: ones you understand the sentence, you write it out a few times (from memory), thinking about the meaning. Also, since it's hand-written, it helps with kanji learning.

exactly the way i've been learning how my vocab and japanese kanji!

It helps a bit if you know chinese, since i can figure out some of the words from their chinese meanings smile, and sometimes helps with the readings too.

Now, if i could also master the english language

This page was surprisingly easy to understand. I was able to get everything. My vocabulary still sucks, but it's nothing a good dictionary can't fix. Colloquial forms are killing me, but I'm getting the hang of it. I couldn't figure out things like カッコ being short for かっこう when I started reading this manga, but now I'm getting it just fine.

I'm still having trouble with more natural sentences, like the 「え〜〜いいんじゃんだって……」 and the 「だもん」 ending in the next sequence, and the small writing in the second and last panels.

In the second panel, I can see 「コンタクト」 and 「中学ジャージ」, but there's something written above コンタクト I can't read.  In the last panel, I think it's 「ねーちゃん… んなカッコでいばってもさ」. Is んな short for そんな? The sentence also seems somewhat backwards to me. I think it means something like "she's proud even when she's dressed like this"… but if I was constructing this sentence, I would write 「そんな格好いてもいばるさ」… maybe I got something wrong?

いばる doesn't quite mean to be proud in this situation, more like to have being haughty, or full of oneself.

yup, んな = そんな

ねーちゃん… んなカッコでいばってもさ = "dressed like that, you can't really go around acting so full of yourself.."

this ~ても is not 'also' but "even if".  There is an bit left off after も which is filled in mentally by the reader:
"with an outfit like that, even if you act full of yourself/important.. ( ..no one is going to pay any attention /  ..it won't really work etc.) "

A school jersey is a representaive of dowdy but relaxed outfits in Japan.

Just one piece of additional information needed there. The も (even if) interpretation seems to be foreshadowed by the そんな。 現実か錯覚か?
