From what I understand, te-form is to help make sentences flow. It also indicates that there is more to be said/written. The correct way to write this sentence with te-form would be as followed:
「このビルは静かで高いです」 - This building is quiet and tall.

te-form and adjectives:

For na-adjectives, add 「で」: 静か - 静かで
For i-adjectives, drop the「い」and add「くて」: 高い - 高くて
