I have two questions:

1) Can I say 友達は親切な人じゃない - "The friend is not a kind person"? Or do I say 友達は親切じゃない人?

2) Why is "high price restaurant" expressed as 値段が高いレストラン? Why not 高い値段レストラン, just like 高いビル in one of the examples?
