It says that 「いけない」 and

It says that 「いけない」 and 「ならない」 conjugate like i-adjectives, but in the example 「早く寝てはなりませんでした。」 「ならない」 looks like it's being conjugated as a verb. Why isn't it ending 「~くなかったです」?
