well let me give it a try to explain you the difference between 止まれ and 止めろ:

the first one comes from the verbe : 止まる : which means in english : to be stopped
; the second one is the verbe: 止める which means : to stop

so the différence here is the same as between to be stopped and to stop , the first one is an intransitive verbe , the second one is a normal verbe example (in romanji) :
-kuruma ga tomatta n desu : the car has stopped.
-kuruma wo tomete kudasai: please stop the car.
