um,i notice sometimes that

um,i notice sometimes that the pontential/passive form can be written in masu-stem form. how does that work (usage/level of speech) and translate to in english? :P
this sentence for example (from a lyrics):

少しでも いい さよなら つげられ
何も 言えずに すべてが 終わるの

i dont understand why they use masu-stem here....
